Answer: A user cannot access Engine unless he/she has completed the Code of Conduct.

Answer: Users must complete the entire Code of Conduct in one session as the state of partial completion is not saved..
Question: Can a user that has not an installer who has completed the Code of Conduct log in as (impersonate) another user who has not yet completed the Code of Conduct still be impersonated?
