It typically involves a billing arrangement where solar energy system owners receive credits on their electricity bills for the excess electricity they export to the grid, which can offset the electricity they consume from the grid when their solar panels are not producing enough power. NEM 3.0 often includes updated rules and rates compared to earlier versions, reflecting changes in technology and policy goals. Went into effect in CA in 2023.
